After a pool expires we will burn it’s tokens until a new pool is assigned to take its APY, or for any APY which is not allocated to a pool.

40% to wbtc, usdc, eth, surf core value pools.
20% to restaking pools. Each pool % is 20/number of pools.
40% to growth pools. Each pool % is 40/number of pools.

Potential new pool types: Fertilizer pools + Sacrifice pools.
Potential conversion from core value->growth pool: Addition of surf whirlpool restaking would convert surf from a core value to a restaking pool.
